The 3R's Home THP + FC Program recognizes the need to improve the outcome for California’s foster care Non Minor Dependents (NMDs). Our target NMDs will range from eighteen (18) through twenty one (21) years of age, who have aged out of foster care or probation and would benefit from support to successfully transition into living independently. Many of these NMDs have been given the opportunity to manage their independence through the SILP Program, but have not fared well, due to, mostly lack of support and guidance. For this purpose, 3R's has developed a twenty four (24) month program to meet the needs of NMDs through a structured supportive services and housing program.
Our program utilizes the Remote Site Model, where 3R's leases its property directly to the
program NMD. 3R's will enforce a master-lease holder agreement as a Direct Lease or
Co-Signer Arrangement for residential units. 3R's will then sublease the units to our NMDs
tenants that are participating in the 3R's program fully furnished and complies with all State
and Federal fair housing laws and all Federal, State and local housing laws and fire clearance
requirements. The amount paid by the NMD varies from program to program, however 3R's
program gradually increases the rent every 6moths over the twenty-four (24) month program period to grow the NMD’s ability to pay market rate rent upon completion of the program. The assigned Case Manager and/or Social Work Supervisor will discuss and complete with him/her a contract agreement with regard to his/her form of tenant occupancy.
3R's will not handle money, personal property, and/or valuables belonging to program
NMDs. Each 3R's NMDs will have control of his or her cash resources, personal property, and
valuables in accordance with his/her TILP. The Social Worker/Case Manager will provide
assistance with the management of cash resources, personal property/valuables, and
assistance with maintaining accurate records of bank accounts, savings accounts, and monthly budget while providing life skills learning programs. The Case Managers understand that success during and after leaving the program requires the ability to manage money and
personal valuables properly. During the Support Team Meetings (STM) sessions and life skills
training, the NMD is coached in the development of budgets, how to save for emergencies, and how to allocate monies to pay utilities, telephone bills, and transportation needs. These are ongoing lessons and we will assist each NMD, according to their cognitive/emotional capacity, in achieving these goals. One important aspect of these skills is establishing a FDIC insured savings account that will create adequate funds to support his/her exit plan. Each NMD is required to open a personal savings account at a local bank of choice. 3R's will deposit the sum of $75.00 per month, the NMDs contribution toward rent, and any transition funds in his/her trust account all of which is utilized as an Exit Fund.
We are aware that each NMD will present with different levels of needs and therefore require individual timelines. The timelines for services provided will depend on many factors, which are outlined in their onset assessment. The team relies on information provided by the placement worker, the NMD and academic records, to determine how to best serve each individual. The two year span allows for the NMDs that require more support, but still allows for each one to receive what they need and graduate successfully from the program.
Our focus will be on education of life skills and employment training opportunities, while maintaining a safety net of support and allowing the individual to experience independence in a secure and supervised living environment. The ACLA topics of assessment are communication, daily living, work/study skills, home life, self care, social relationships, housing/money management, career planning and work life. The Case Manager, along with the NMD, will work toward a plan of action to address the identified skills and access resources in areas which require specialized support. 3R's affirms that no personnel, staff, or volunteer will discriminate based on race, gender, sexual orientation or disability

This training component targets each NMDs individual needs and is designed to encourage him/her to pursue college or other post high school training. The Life Skills Training can be in a group, or individually. The Life Skills Training component is a mandatory component to the program agreement. These services, whether they are in-house or through our community resources, would be matched up with each NMDs emotional, academic and mental abilities. Our social worker’s emphasis is on conducting a thorough assessment before we determine which services, classes or workshops would best suit each NMD. These skills will aid them to identify and maintain services and opportunities available to them. Life skills topics are
instructional courses that are monitored and the outcomes recorded in the NMDs case file. Case Managers or the Social Worker Supervisor are the facilitators of the classes and are responsible for monitoring class participation and topic structure. 3R's will also collaborate with local community business owners and volunteers to present training on professional topics to broaden the young adult’s experience.
